National medical insurance for domestic students

The National Medical Insurance (NMI) is a compulsory medical insurance scheme for Vietnamese university students. It was established by Decree 105/2014/ND-CP and took effect on January 1, 2015. At RMIT Vietnam, the NMI fee is included in the tuition fee invoices once per year.

Under the government decree, universities are required to collect the NMI fee from Vietnamese students. The collected fees are then transferred to the Social Insurance Unit of the city where the university is located. In this process, the university functions as a collection agent on behalf of the national insurance scheme.

To enable the school to purchase compulsory National Medical Insurance for a student, the student must meet the following requirements:  

  • Be a Vietnamese citizen and currently enrolled at RMIT Vietnam.  
  • Not already holding a valid compulsory NMI under a higher-priority category. 
  • Pay the full required NMI fee to the university. 

Domestic students who meet the requirements follow the steps below to complete their National Medical Insurance registration.  

Step 1: Complete step 6 of the Pre-Enrolment Checklist 

  • Access myRMIT: Log into your myRMIT account and go to the "Tasks" tile. 
  • At Step 6 - National Medical Insurance Registration 
    • Select “No” for the question ‘I have purchased my own Medical Insurance’. 
    • Insert the National ID card number and select the preferred hospital or clinic. 
    • Click “Confirm” to submit the registration.

Step 2: Provide the Social Insurance code 

  • Once you have completed the pre-enrolment checklist in step 1, please monitor your students' email closely.  
  • The Student Billing team will send an email with the subject “National Medical Insurance” to require students to provide Social Insurance Code in subsequent months of their first semester.  
  • Reply to that email with your Social Insurance Code and other information or documents (if required). You can refer to the instructions provided here to search for your Social Insurance Code.  

NMI Outcome Notification:  

  • Students will receive an email from Student Billing regarding their NMI outcome within four working weeks after sufficient information has been collected.  
  • Additionally, students can access their myRMIT account (under Personal Details → Medical Insurance Details) to view their insurance information. 

Step 3: Set up VssID (Digital social insurance application) 

  • To access your National Medical Insurance, you must set up the VssID app as no physical insurance cards will be issued.
  • After the NMI purchase is processed successfully, Student Billing team will provide you with your NMI Card Number via email.

Important notes

  • Your National Medical Insurance (NMI), arranged by RMIT Vietnam, will be automatically renewed annually throughout your studies, provided there are no changes to your personal information. 
  • If Student Billing does not receive sufficient information from you, despite all instructions and reminders, your NMI will not be arranged by RMIT Vietnam during your time of study due to insufficient information. It is the student’s responsibility to contact Student Connect to request support for national medical insurance at a future date.
  • For Current Students: To check your National Medical Insurance (NMI) status or details, please contact Student Connect.

Domestic students who already hold a valid National Medical Insurance card are eligible to apply for a National Medical Insurance (NMI) waiver.  

Note: Private insurance cards (PVI, Bảo Việt, Manulife, Prudential, etc.) are not eligible for waiver purposes.

Frequently asked questions (FAQs) 

If you are a Vietnamese student, joining the National Medical Insurance is required by law (Decree 105/2014/ND-CP). The decree requires universities to collect the National Medical Insurance fee from Vietnamese students. Yes, you remain responsible for paying the NMI fee even if you take a Leave of Absence (LOA) for an exchange program or personal reasons.  

No, the NMI fee is collected by RMIT Vietnam on behalf of the Social Insurance Unit of the city where the campus is located. An official tax e-invoice is not issued for fees collected on behalf of third parties.  

National Medical Insurance is no longer issued in paper form. To access and use your insurance, please download the VssID mobile app.  

You might be able to use your existing National Medical Insurance (NMI) from high school if it's still valid. You can submit an NMI waiver form on myRMIT for further consideration. If you would like RMIT to arrange an NMI after your high school NMI card expires, please contact Student Connect for further assistance.

You can find out the coverage details of your National Medical Insurance using these methods: 

  1. Visit the Vietnam Social Security website and enter your social insurance code, full name, and date of birth. 
  2. Use the VssID mobile app. 

If your NMI is currently arranged by RMIT Vietnam, it will be automatically extended annually during your study. An annual NMI fee will be charged in Semester 1 of each academic year, which effectively renews your NMI coverage for the upcoming period.
