Mandatory national medical insurance for Vietnamese students

Overview

  • National Medical Insurance (NMI) plays a vital role in supporting students’ academic journeys and overall wellbeing. Vietnamese students are required to participate in the national medical insurance program as part of Vietnamese law.
  • Students must maintain valid national medical insurance throughout their studies, including during leave of absence or while on student exchange programs.
  • Private health insurance is not considered a valid substitute for Vietnam’s compulsory national medical insurance.

How national medical insurance is calculated 

The annual medical insurance fee is calculated based on the minimum regional wage as regulated by the government. RMIT collects the medical insurance fee on behalf of students and transfers it to the local Social Insurance Authority where the university is located. 

In the first academic year, the national medical insurance fee is calculated based on the actual period of participation. This starts from student’s enrolment date until the end of the academic year. 

The national medical insurance fee is listed in the tuition fee debit note, sent to students in their 1st semester.

From the second academic year, the national medical insurance is automatically renewed based on student’s enrolment status. The medical insurance fee is included in the annual trimester 1 tuition fee debit note (typically issued in February or March).

Students can pay the national medical insurance fee together with tuition fees.

How to register for national medical insurance

First semester students register National Medical Insurance by completing below steps: 

  1. Update their national medical insurance information via myRMIT. 
  2. Respond to Student Billing’s email with the Social Insurance Number (or) complete the TK1-TS declaration form if students do not have an insurance number.

Once information and insurance fees are received, RMIT will register the student with the local Social Insurance Authority.

Notes

  • Processing may take up to 4 working weeks and students will be notified via email when registration is confirmed.
  • Students can check the status of their national medical insurance via myRMIT, the VssID mobile app, or the Social Insurance Portal provided by Social Insurance Authority Vietnam.
  • If students have questions or miss the registration timeline, students may contact Student Connect or Student Billing for instruction.

For students with existing health insurance coverage

Students who have valid national medical insurance issued by Vietnam Social Insurance may request a fee waiver by submitting an exemption request via myRMIT.

A copy of the valid national medical insurance card must be uploaded at least 10 working days before the semester starts for the fee to be excluded from the tuition fee debit note.

Please note that private health insurance is not considered a valid substitute for Vietnam’s compulsory national medical insurance.

If the fee waiver request for national medical insurance is granted, the fee will be credited to the student’s account.

For students who do not provide health insurance information

If a student does not provide the required information after receiving the instructions via email, RMIT will be unable to proceed with the national medical insurance registration during their time of study due to insufficient information. If the medical insurance fee has been paid previously, it will be reverted and credited to the student’s myRMIT account and apply toward tuition fees in the next semester.

Change of registered medical facility 

Students who registered their national medical insurance through RMIT can contact Student Connect to change their registered medical facility.  

 

The request must be submitted before the 5th day of the first month of each quarter, in January, April, July and October for timely support. 

Hospitalisation without national medical insurance

National Medical Insurance Registration with the Social Insurance Authority takes approximately 4 working weeks. While waiting for the insurance card to be issued, if the student incurs medical expenses and the treatment falls within the eligible coverage period, student may submit a direct reimbursement claim to Social Insurance through the National Public Service Portal. 

The University’s role is limited to collecting the insurance fee and submitting student registration details to the Social Insurance Authority (BHXH) and is not involved in the process of issuing insurance cards or processing medical claims. Students and families are responsible for monitoring and following the claim procedures as required by the Social Insurance Authority

Registration of National Medical Insurance through RMIT by a family member

According to University policy, students are responsible for managing their academic and administrative matters, including registering for national medical insurance.  

In exceptional circumstances such as student hospitalisation, parents and family members may register on behalf of the student if the family can provide valid supporting documents.
